"This phase of the Jail Feasibility Study deals with the development of the functional and space needs into a building concept for the pretrial facility. The progammatic data was developed in the first phase of this study and supplemented by the Duval County Jail Needs Analysis. Both of these reports were produced by consultants for the Office of the Sheriff with the assistance of the Division of Planning and Research.
