"This three-part plan for housing and residential areas in Jacksonville has been derived from a set of goals which are believed to be a reasonable reflection of public opinion in Jacksonville. In analyzing these goals they may be seen to fall into three general categories dealing with location and density of residential development, quality of the housing stock, quality of the environment, or residential areas. The rationale for the three-part plan has been drawn from the categorization. The goals themselves, obstacles to their achievement, and present programs and policies are discussed. The recommendations presented in this document result from an examination of the ends to be achieved, the causes of the problems to be overcome, and the implications of various possible remedies, and are based on a discussion which has been divided into the following parts: A formula for residential development which would eventually supersede the current zoning ordinance, a framework for a set of housing policies, an 'urban services and design program' which would eventually include the entire Jacksonville area, and which would complement the agricultural extension service offered in rural areas." --Front cover verso
